Five Retired FedDev RTRI Addresses Now Show the Current Program Terms
The five old Regional Tariff Response Initiative business-stream addresses now return FedDev Ontario's current program page, while a supplementary form dated April 17 and an unchanged August 14 screening tool still carry the program's retired eligibility tests.

Five old FedDev Ontario web addresses now show the current tariff-funding rules. A check on September 21 found all five retired business-stream addresses landing on FedDev Ontario's Regional Tariff Response Initiative page, dated September 18, with the September 8 terms and none of the superseded criteria. Old bookmarks now reach the live program. Two screening artefacts still carry the retired rules, so an owner can still be told they are ineligible under tests the program dropped.
What those addresses used to say
Those pages used to describe a different program. The business stream ran on a $125,000 minimum request, a $10 million repayable ceiling and a $1,000,000 non-repayable ceiling. It also gated on three years incorporated, five full-time equivalent employees in southern Ontario, and a ban on home offices, P.O. boxes and co-working addresses.
None of that is a test any more.
The money did not change
The September 8 terms stand as published. Liquidity Assistance pays up to $2 million non-repayable at up to 50% of eligible costs, over as much as 12 months ending no later than March 31, 2028. The amount comes off payroll, at 50% of average eligible monthly payroll, capped at demonstrated need or $2 million, whichever is less.
Pivot Projects pay up to $1 million non-repayable at up to 50% of eligible costs, with repayable support above $1 million at up to 75%, and every project complete by no later than March 31, 2029. The combined ceilings hold too. A business may receive up to $3 million in combined non-repayable funding, or up to $20 million in total once repayable support is counted.
Eligibility reads as it did on September 8
Who can apply still asks for an incorporated for-profit business operating in southern Ontario, with at least $1 million in annual revenue in one of the last two fiscal years. Viability prior to tariffs still counts. Tariff exposure is shown through a Section 232 or Section 338 affected sector, at least 25% of revenue from goods ultimately exported to the U.S., or documented cost increases, supply-chain disruption or lost revenue.
Two artefacts still carry the retired rules
The RTRI Supplementary Form for Businesses page is still live and still dated April 17, 2026. It sorts applicants into the retired priority sectors of steel, automotive, food security and other.
The business self-screening tool is dated August 14, 2026 and unchanged. PFG's filed capture of that same version, taken September 8, records it asking about three years incorporated, five full-time equivalents in southern Ontario, and viability before March 21, 2025. An owner who runs it today is answering last spring's questions.
Intake is open with no published closing date
The hub lists intake as accepting applications. No closing date is published on the hub, on Who can apply, on how to apply, or in the frequently asked questions. Those pages carry a September 16 date modified.
The published schedule of virtual information sessions runs to September 24, 2026, 1:00 p.m. to 2:00 p.m. Eastern. Earlier September sessions are marked complete.
PFG’s View
The cleanup closes most of the trap. An owner searching this program today reaches one set of numbers instead of two, and they match what PFG carries on its tariff response page.
The screening tool is the piece still worth watching. Several of its questions reference tests the business stream dropped, so an ineligible message there says nothing about the program as it stands.
On the financing side, the number that decides a liquidity request is not the $2 million ceiling. It is average eligible monthly payroll, halved, measured against demonstrated need. Contractor payments, owner draws and bonuses come out of that payroll figure first.
Building that number, with the payroll records behind it, is where PFG's government funding work starts.
Anyone who screened themselves out this summer was answering the wrong questions.
